Is it possible to put the tabs on the left or right sides of the JQTab component, rather than along the top or bottom? If not, is there another component that could be used for the same effect?

There is no support for that.
Otherwise, you can create same behavior combining 2 components, for example, PanelList and Regions/Frames.
