TIWCGJQMRegion scrollbar margin

I have a TIWCGJQMRegion RegionType = jqmrtPage. It is a secondary page showing detail from the list in my IWFrameRegion. When I call regSchedDetail->AjaxReRender(true,true); the page renders with a white margin for the vertical scrollbar and the bottom gutter for a horizontal scrollbar. I can't seem to get rid of that unless I totally refresh the page. I do need a vertical scroll bar on this page if the content is very long (but it has this behavior even when the data is short), but how can I make the page fill the screen like it does after I refresh the page?

I am happy to do this, although tomorrow (Tues) would be better than today; however, I'm not sure that would help since I don't see it on a full screen desktop just on the device (android phone and tablet).

Just an update to this post. Per results of the troubleshooting session, I am advising users to use a browser other than the android default. This does not appear to be an issue in chrome or dolphin.
