file xyz not received

Hi,
I (and a customer) get the error: "file xyz not received!" when using Edge or IE11.
It works fine with Firefox...

Any ideas?
It used to work in one of the latest versions.
Supplement: it just happens in ISAPI

I have a similar problem reported when a download of an xls file is done , i have download a virtual image of win 10 there

I tried the upload too and i have error "file xxxxx not received" message too ...
I tried on my production server wich is 2.9.0.283 and on my development pc 3.0.0.0 Both Edge and IE11 gave the same result

My other concern is also related to Win10 - Edge/IE11 i do a have an xls report and i call addtoinitproc to show/download it and instead of receiving it as a .xls Edge and IE11 receive it as a .zip !!!!

So , it seems that the problem is around IW ...
In Servercontroller browsercheck i force the browser to be internetexplorer 7 and it works ....

when I upload a file with Chinese file name, error display:

file "xxx" is not received

if rename the file to English file name, is ok.
