Scrollbars

I just noticed i have an old problem back.
I have a form with two regions, the one inside the other.
When the form is shown i get scrollbars on the form even when the contents height is not much.
I played with all combinationsof setting Clipregion of the two regions but whatever i do the scrollbars stay visible
The form also has a frame at the bottom as all my other forms.
What can go wrong?
