sub-menu goes above the menu

in some of my forms, the Menu is positions in the right-most of the screen.
when i click a MenuItem, it looks like the property "OpenOnRight" works differently, and the sub menus are going on top of the menu, instead of to the left.
the menu orientation is vertical.
