Problem in Windows Mobile

Our users have a problem with getting the signature to work on Windows phones.
Appearantly when they try writing the signature the browser scrolls instead. Du you see what i mean?
one of them described like this "Picture trying to write on a piece of paper without holding the paper. The pen just pushes the paper around on the desk."
Any idea?

No matter what user's SO, the problem is on browser (IE11??).
And in other browsers have same behavior? e.g: UC Browser ??

I've been looking in to this a little further and the problem stays the same regardless of which browser they're running.

We have updated the jquery plugin, it contain some fixes for -ms-touch...
